January 9, 2007 Selectmen's Meeting Minutes

Present: John Millican, Palmer Koelb, Randy Morrison and Janet Woolner

Also Present: Ellie Murray, Francis Muzzey, Randy Comsteller, Donald & Zoe Ehresmann, Deb Koelb, Bobby & Stacy Cass, John Comeau, Chief Warren Davis, Patrolman Don Jones, Carol Freidrich, Chip Stata, Steve Welch, and Bruce Welch

 

John moved to open the meeting at 6:00 pm. This was seconded by Palmer and approved.

Chief Warren Davis advised that Don Jones will start Standards and Training on Saturday for part time certification.

Selectmen discussed the Town Cover for the Town Report. It was agreed to go with the color mosaic.

Palmer moved to go into non-public session per RSA 91-A: 3. II (a) to discuss charges against a public employee. There was no second. Bobby Cass objected and stated he wanted an open meeting.

Bobby asked why he wasn’t told by the Selectmen that they were going to deduct the unauthorized overtime when the Selectmen questioned him on it at the December 19, 2006 meeting. John stated it was an over site. Randy explained why the adjustment in his pay check took place. Randy explained that the overtime was not authorized and would not be paid. John stated that the Selectmen have talked to Bobby about unauthorized overtime in the past. Randy asked Bobby if he had gone back to the five, eight hour days when the time changed in the fall. Bobby said he did advise that he was back on eight hour days.

Bobby agreed this was a learning experience and understood, unless there is a winter storm emergency, future overtime would need pre-approval by at least two Selectmen.

Selectmen requested a clarification to the Agenda on the RSA 91-A: 3, II (a) to discuss charges against a public employee. There were no charges against this employee.

Bobby discussed chains needed for 2007.

Selectmen agreed to have Meridian pick up the Tires at the Transfer Station. Selectmen approved a septic design for R. Borger M/L 11-05-18.

Zoe asked if there were policies regarding the road agent. Zoe talked about a flowerbed on her property near the road. She said the highway employee plowed with two blades into the flower bed and she believes the road could be plowed less on her side and more on the other side. Francis said there was no layout for Frescoln Road near the Ehresmann property. It is believed the road is a two rod road. Zoe asked that the town not continue to widen the road. Don said the stakes are still where the town placed them. Selectmen will visit the site and advise more.

Palmer moved to approve the December 19, 2006 minutes. This was seconded by Randy and approved.

Palmer moved to go into non-public session at 7:30 pm per RSA 91-A:3 II (c) to discuss the hiring of a public employee. This was seconded by John and approved by Randy. John moved to come out of non-public session at 7:50 pm. This was seconded by Randy and approved by Palmer. A decision was made to re-extend the conditional offer to the candidate for Police Chief.

John moved to adjourn the meeting at 8:10 pm. This was seconded by Palmer and approved.
