October 9, 2007 Selectmen's Meeting Minutes
Present: Palmer Koelb, John Millican, Randy Morrison, and Debbie Koelb
Also Present: Gini Gove, Ellie Murray, Chip Stata, Jeff Ames, Eugene Garrett
John moved to open the meeting at 6:06 pm. This was seconded by Randy and approved.
A Grant was obtained for purchase of a fire truck for $213,000, per Jeff Ames. The check will go to the Town of Wentworth. Jeff gave a copy of the Award Notification to the Selectmen for their review. The Grant was written for a total of $225,000, with $11,500 coming from the Trust Fund. The Fire Department has one year to expend the money. Different manufacturers are being looked at.
The Employee Handbook was discussed. The Handbook needs to be updated. The Selectmen decided to work on the Handbook before the Selectmen’s meeting every other week, meeting here in the office at 5:00 p.m.
Old Town Hall modifications were discussed. A 36” wide ramp conforms to minimum code specifications. Palmer mentioned this to the builder, Scott Anderson. There was also a complaint by the State about an un-flat lip going from the outside door into the building. This will need further discussion.
Eugene Garrett came in and talked about the waste oil. Wentworth Greenhouse, the company that collects the waste oil, told Eugene to clean up the waste oil with a vacuum pump to suck out the water and debris. Bobby might have some empty barrels in the shop. Andy Moglia burns oil; John will talk to him about separating the oil from the water.
John moved to approve the Minutes for September 25, 2007. This was seconded by Randy and approved.
The proposed Grafton County Jail was discussed and a letter was passed around to the audience.
The Selectmen talked about Bobby’s request for more help at the Garage. There was also a lengthy discussion about what Bobby’s men can do when Bobby is away on vacation the week for October 15. The issue of gravel for next year’s Mud Season was mentioned, and it was decided that 300 yards should be okay. A quote will be obtained from “Bixby”. Palmer mentioned that the Town trucks should be under cover and not outside when not in use for 3- and 4-day weekends. Bobby’s four-day work weeks were discussed. He will go back to five eight-hour days for the winter.
Palmer moved to go into non-public session at 7:23 pm per RSA 91-A: 3, II (a) to discuss setting compensation for public employees. This was seconded by John and approved by Randy. John moved to come out of non-public session at 7:31 pm. This was seconded by Randy and approved by Palmer. Personnel issues were discussed and Selectmen agreed to change compensation for an employee.
John moved to adjourn the meeting at 7:40 pm. This was seconded by Palmer and approved.
